Even in topical skin care products, concentration may not exceed 2%, although a 4% concentration is available by prescription. There have also been several cases of exogenous ochronosis. This is a seriously disfiguring disease which causes a person's body to become covered in unsightly black and blue patches.
A much safer ingredient and one which is almost equally as adept at prohibiting melanin, would be an extract derived from Nut Grass root. Generally appearing under the trade name "Extrapone", the extract has been shown, in several clinical trials, to inhibit melanin production by up to 40%. The best thing of all is, it's a natural ingredient which carries absolutely no risk of side effects. In fact, you could even ingest it if you wanted to.
Considering such a powerful natural ingredient is readily available, I can't see how a product containing chemicals such as hydroquinone could in a million years be considered the best cream for age spots.
